As South Sider stated, 'The Windy City' nickname has to do with the politicians. It has nothing to do with weather.
What history? Montreal/Quebec is among the oldest in North America starting from 17th Century even before America became independent.
yea but Chicago has so many historic events, like fort dearborn massacre, the reverse of the Chicago river, the Chicago fire, rasing the streets of Chicago, skyscraper history, the railroad boom to Chicago, and theres more that people all over the country knows about. everyone knows the chicago fire, and how the river changed direction

Well, considering actual statistics regarding wind in this country show that Chicago is average, and considering I've been there a lot and around the country a good bit and have never felt that the city is particularly windy (have you?), it would make sense that it was about politicians and not the weather. Why would you be so insistent regarding the least logical and least accepted history of the nickname? What does that gain you?
Location: Not a big fan of dense forest. Prefer prairies of the Midwest and proximity to the West, so Chicago.
Climate: Montreal seems romantic in the winter. Chicago is amazing in the summer.
Scenery: Lake Michigan > Mount Royal
Architecture: Chicago for epicness & diversity, but Montreal for European streetscapes.
Quality of life: Montreal cause it's in Canada which generally has a better quality of life.
Safety: Montreal.
Public transportation: Chicago for 24 hour transit.
Shopping: Chicago has more high-end, but Montreal is better for eclectic shops.
Universities: University of Chicago and Northwestern are generally considered some of the best universities in the world.
Entertainment/Things to see and do: Chicago within the city limits, but Montreal for nearby areas/day trips.
Diversity: Chicago
Economy: Chicago is more powerful, but Montreal is probably more stable.
Culture/Food/History: Montreal has lived longer, but Chicago has lived a crazier life.
