Other than a North Texas snowstorm, the biggest problem was the stadium was a half hour from media and fan central. Minnesota's Stadium is downtown.

Atlanta hasn't had the super bowl since 2000 which was in an ice storm. Look for Atlanta to get one when they get their new stadium.
But the NFL is awarding cold weather cities without domes now, which is the point of this thread. Atlanta is a top candidate, no doubt, with their new stadium, but the new stadium will still have a dome...
San Antonio, Denver, Nashville, Seattle and Kansas City come to mind.
