I would say, it is because FAR MORE statistical Facts? They used then a deficit. That was years in the making. Also to say in your comment aimed at discredit of Chicago's inclusion? Was to say It would be higher on the list otherwise? That also says? Validity DOES EXIST FOR IT? TO BASICALLY ACCUSE THEM OF USING 3-5 year old outdated facts? Good enough for me of you bias against this City.

By the way, you can just download the report at the bottom of the page. It's a pretty extensive report that gives its explanations. Chicago made the top 10 in certain categories but was left off the overall top 10, and to be frank, given the performance of Chicago as of late, it is not completely a surprise to see.
