Now, if you want to talk about actual foodie cities, Cleveland should definitely be in the conversation. Cleveland has 2 James Beard winners -- Michael Symon and Jonathan Sawyer. We also have one of the oldest and best examples of a European Style food market in the US -- the West Side Market, with dozens of vendors hawking everything from every type of sausage imaginable to fruits and vegetables, to pastries. Many of the stands are family owned, and have been there for generations. We also have notable Eastern European restaurants and shops, such as Sokolowski's University Inn, along with many Polish, Czech, Slovenian, Slovakian butcher shops and sausage makers. Of course we have many other great restaurants of every ethnicity as well (including notable Asian, Ethiopian, Mexican, and French places) but Eastern European cuisine is the most prominent here. Cleveland is a veritable foodie paradise. You definitely need not settle for "steak and potatoes" or "American" cuisine in this town.

Seattle ahead of NYC, Chicago and New Orleans? Seems legit
I agree that NYC, Chicago and New Orleans belong ahead of Seattle (along with SF), but a decent case could be made for putting Seattle at #5 or #6. It is definitely considered one of the best food cities in the country.
Now Denver, Anchorage, and Pittsburgh - while fine food cities in their own right - do not belong on this list and certainly do not belong ahead of NYC.
