Given geographic similarities, I'll say that Montreal is most similar to Minneapolis in terms of its urban scale alone
Minneapolis takes ~55 sq miles to reach 380,000. Montreal surpasses this population in ~17 sq miles (combining the neighborhoods of Cote-Des-Neiges-Notre Dame De Grace, Villeray-Parc Extension, and Le Plateau-Mont-Royal. It has close to a million people living at or above 20,000 ppsm. The city's weighted density is ~22,000ppsm and it's population is >1.6 million.
At the MSA level it probably is the size of Minneapolis, but its core dwarfs that of Minneapolis.
Imo, the scale is much more comparable to Philly (and perhaps Boston) than anywhere else. Minneapolis isn't anywhere near the urban scale of Montreal (imho).
Montreal's urban population density is 5.7K per square mile, which is higher than San Diego, Detroit, and Phoenix, but lower than Minneapolis and Seattle.
I'm not sure which numbers you were looking at, but Montreal's urban density is way higher than Minneapolis or Seattle.
But it doesn't feel as dense or "big city" as San Francisco.
I'd say San Francisco and Chicago feel quite a bit bigger than Montreal. However, I think Montreal's urban footprint (excluding all parts of the city that are development in suburban form) can go toe-to-toe with every city in the US BESIDES NYC, Chicago and San Francisco.
Montreal's city density is 11.7k ppsm as of 2011. Estimates now have it grown about 68k since 2011 so density is probably over 12k ppsm now. It's urban scale is very similar to Philly. Large scale urban neighborhoods consisting of rowhouses with a very dense core.
Anyone who thinks Seattle or Minneapolis is as dense as Montreal is absolutely ridiculous.
