I love them both. Grew up often going to Chicago to visit relatives; spent a year living in NYC as a wild young lady and think of that year as the time when I became an adult.

I probably wouldn't do well in either, but of these, I would choose Pine Bluff.
I'll say Omaha, although honestly I think those two cities are pretty much clones.
