Based on the categories you provided, I'd say...

Downtown - Atlanta.
Scenery - Atlanta.
Schools - Pre-K thru 12? Honestly don't know but probably Phoenix. Colleges? Atlanta by a significant margin.
Dining - Atlanta for sure.
Arts - Atlanta.
Museums - Atlanta.
Transit - Atlanta.
Safety - City? - Phoenix by a lot. Entire Metro? - Phoenix, but only slightly.
Best suburbs - Atlanta.
Nightlife - Atlanta.
Pro Sports - Atlanta.
Urban neighborhoods - Atlanta.
Shopping - Atlanta.
Jobs - Most likely Atlanta.

Overall, I'd rather live in Atlanta. It's the greater city.

Pretty much right on, I have been to both cities. I would give Phoenix the edge in shopping though, but I guess that depends on what you are basing it on.

Atlanta wins in most of categories. Safety is the only thing where I can see Phoenix winning.

You do realize that just because a place is green doesn't mean it's better right? Jackson, Mississippi is green lol. In terms of Suburubs: Paradise Valley, Scottsdale, Chandler, Gilbert, Fountain Hills, Desert Mountain, DC Ranch all hold up against ATL suburbs. It is a different type of scenery though, it's desert so obviously it will not be as lush or green.

Who effin cares about lush greenery? I wouldnt have moved here if I wasnt a fan of desert scenery. And IMO, Scottsdale, with its mountains, lakes, cacti, impeccable streets, world class shopping/dining, arts, etc, blows away anything I saw in ATL's burbs. And who cares how about age? Scottsdale is plenty old, bub. I prefer western cowboy and Native American history to ATL's history.
