I cringe at it too because nothing is a mini New York. It's insulting to New York and whatever city someone is claiming is a mini New York, to say that.
Chicago is more like a bigger Philadelphia than a mini New York.

The only cities similar to Philadelphia are New York and Boston, and even then its a stretch.
The Northeast cities have an older dynamic to them, and they could be grouped together for that reason, but they're all very different from one another as well. They're colonial American era.
Chicago is nothing like them at all and its own breed.

People love to compare places. I think there are two reasons for this. One is that they compare a place they are familiar with to a place they are visiting or simply another place they are familiar with, because it's a talking point. Another is homerism - talking up one's city by comparing it to another one in a positive or negative way, whichever will make their place more appealing.
I don't think "Chicago" does this, no. I think some people from Chicago do (mostly on sites like this where people seemingly have no lives and endless hours to debate uselessly for pages and pages), or people from elsewhere do to make Chicago look bad and their city good or something.
I've heard people say Chicago reminded them of San Francisco. So, you never know.
