Quebec is truly a four seasons city that does winter better than any other city on the continent.
Victoria has Canada's mildest climate and amazing geography

Victoria's location by the sea and the mountains on Vancouver Island is more impressive. The city is pretty charming, a quaint old harbor town. The island is pretty fantastic for the outdoors.
But Quebec City is next level in terms of its older settlement and beautiful architecture. QC's location on a high bluff at the narrows of a broad river and estuary is pretty scenic as well, as are the regions beyond the city in Charlevoix and Saguenay. For the whole package I'd say Quebec City. I love the way Old Quebec looks after a snowfall, it's a bit of magic.

Quebec City is such a unique place. The architecture is absolutely stunning and the urban build is more akin to a European city with the ramparts, narrow cobblestone streets and colonial buildings. Victoria's natural setting on Vancouver Island is one of the most magnificent of the western part of the continent with its particularly breathtaking mountain range and diverse flora. Quebec is no slouch when it comes to scenery either though. They enjoy Montmorency Falls and Laurentian Mountains in the outskirts of town.
I suppose it comes down to urban charm versus natural beauty.
They say beauty is in the eye of the beholder, but if I had to choose I would give the slight edge to Quebec City.

I could switch does depending on the day as Quebec has interesting natural geography and Victoria has plenty of urban charm
I feel like the videos about Victoria focus on the natural environment around it, but the videos about Quebec City give short shrift to the same around Quebec City. There's a lot of natural wonder in and around Quebec City which maybe isn't given the same benefit and meanwhile Quebec City also has a wonderful urban core.
Quebec City comes out on top. Much more culture and history.
Victoria is fun to visit, but living there would get old quickly.
