Center City Philly is a few neighborhoods. The Loop in Chicago is ONE neighborhood itself.
CC or Center City Philly has Fitler Square, Rittenhouse Square, Society Hill, Old City and -- I have no idea what neighborhood the whole Northwest part of CC is called.

Chicago's Loop is it alone as its own neighborhood. The CBD has other neighborhoods too, with some only in part the city officially gives a border of.
Chicago Central Business District -- as defined by the city with the neighborhoods of the Loop, a 1/4 of the Near West Side, the New East Side, Streeterville, River North and a 1/4 at best of the Gold Coast.

So the term downtown depending on the city can differ from the CBD even officially recognized by that City vs Google street-view.... for Philly street-view does not recognize a downtown. But does the term Center City.
