Gotta be Chicago by a decent margin over Boston. Then I'd take Pittsburgh over Seattle. and Baltimore over Charlotte and houston.

Leaving Pittsburgh out (I live there) my order would be(not factoring COL):

1. Seattle
2. Boston
..
3. Chicago
..
..
..
4. Baltimore
..
..
..
..
..
..
..
..
..
..
..
..
..
5. Charlotte
6. Houston

I like cold weather, and urban cities. Charlotte and Houston are probably my 2 least favorite major cities in the country.

Personally I would only consider the top 4 though. Maybe Pitt because it's a pretty cool urban town.

I don't know how anyone could take Houston's hot muggy weather even for a month let alone all year round. You must really love sitting around in air conditioned rooms.

1.) Houston's muggy summer heat gives way to winters far nicer and warmer than what is dealt with in all of the other cities.

2.)The magnitude of cold seen in all those other cities during winter is more severe than the heat magnitude in Houston.

3.) Sea breezes, storms, and vegetation alleviate Houston's summer heat.
