Hartford isn't that bad. Hartford is only 18 square miles. Its murder rate is misleadling.

I don't follow. Wouldn't this be a bad thing? If you have a lot of homicides in a small physical area, then it's worse than if you were something like 3X the physical area. Think about it for a minute.

The point of having a murder rate is to be able to compare - just like any other rate, percentage, etc. It's an elementary concept in statistics.
