What is it that New York does that other cities do not?.

NYC has areas that are very bad in crime. It's just so large (8.5 million people) that there are enough safe areas to bring the averages down. Places like East New York, Brooklyn are still quite dangerous.

Yes and no. NYC is a very big city, but crime has dramatically dropped in nearly the entire city, it is not just confined to the rich areas of Manhattan.

A few not numerous... comparing NYC 1980/90 to 2016/17, almost every neighborhood has seen an improvement, look up the statistics. I do not think NYC's success in fighting and lowering crime should be downplayed like you are trying to do.

What does the actual rate mean though? Does that mean there's currently 19.46 murders for every 100,000 in Wilmington, for example?

Toronto is at 14 murders this year, down from 26 murders the same time last year. That's a whopping 46.2% reduction.

... well, how then some 300k cities have more murder than the 8.5 million people...? Those bad area must have at worse 10 murders....
