The figure for Austin, at least, is incorrect. This site documents 21 murders within the city limits as of 10/8/17, with at least one death since awaiting an official determination.
Austin isn’t surprising given that it’s land size is bigger than that of NYC by 11.2 square miles with 966,000 people. So, some areas of the city is more in line with first and second ring suburbia, if not third ring/exurban areas, in similar metros in other regions.
Bingo! Not sure why anyone puts stock in rankings that do not consider the entire metropolitan area when weighing statistics.

Majority of the murders still happen in L.A city proper but it's just the entire County is gang infested so the activity spreads"
