Charlotte wins this - they have built a fantastic city basically out of nothing.
Their skyline, transit and attention to detail shows that this city is doing everything right.

I agree. The listed cities are not doing so well. I left Cleveland a few years ago...best move I ever made. I visited Detroit for the first time in 2015 and stayed downtown at the Westin, as I heard that Detroit was turning around, at least in regards to it's downtown core. I left unimpressed. I thought the city was scary and depressing, a lot like Cleveland.

You know nothing about these cities or their respective metro regions, Detroit's regional economy is absolutely exploding right now and urban development is at an all-time high. St. Louis' regional population is the highest it's ever been. There is nothing "dying" about these places, turn off Fox News.
In contrast, Charlotte isn't even a real city, it is one of the world's most low-density population centers, it's essentially a giant suburb with an office-park skyline. There is nothing underrated about it.
The fact that you put an unattractive, poorly designed sunbelt city on a pedestal and slander beautiful, old, pre-war cities with increasing vibrancy show that you have questionable taste and/or have no idea what you're talking about.
