Milwaukee, for several reasons...the lakefront, population density, proximity to Chicago, great downtown on Lake Michigan, and did I say, the lakefront?
Urban neighborhoods: Cinci's historic architecture, hills and charm blow Mil away.
Architecture: Cinci hands down
Friendliness: similar
Economic Outlook: similar
And Cinci wins further for other reasons; weather, skyline, Covington, stadiums downtown, etc.
Lakefront vs riverfront and proximity to Chicago are slight pluses for Mil.

Milwaukee also has two stadiums downtown, and also has great (great) urban neighborhoods. I don't think you've been to Milwaukee before. There is a lot of charm there, as well. Not a lot of hills (some), but there's that lake...

I believe you are uninformed, there are no stadiums in downtown Milwaukee.
There is an indoor basketball arena - not the same thing at all.
Nearly every city has an indoor arena downtown.
Milwaukee's baseball stadium is in the city but it is not downtown (about 4+ miles away).
Cinci has both MLB and NFL downtown right on the riverfront.
Cinci's hills and river are really beautiful. It's a charming city with fantastic history and architecture.

Milwaukee has great architecture, as well as some great neighborhoods. Where Milwaukee really wins, is the lakefront downtown...Cincinnati has nothing to compare.
Milwaukee. I like the style of it much better and the surrounding areas also. Just a nicer region of the country.
Lake Michigan is amazing. Lots of parks and beaches. Great summer weather. Excellent outdoor recreation options.
I'll take a large body of water over hills any day.
Cincinati has an interesting situation on the river and a better skyline perhaps, but it just doesn't do much for me.

Milwaukee has a river, as well....what they've done with it is amazing. A river and Lake Michigan...

I'm sure everyone has a unique opinion. Milwaukee's frozen lake front at downtown is detached and disparate.
And Milwaukee's skyline is one of the worst in the nation for a city it's size.
I prefer Cinci's riverfront and beautiful skyline all day - every day.
There's much more to do and you're immediately connected to downtown.
