I'm sure everyone has a unique opinion. Milwaukee's frozen lake front at downtown is detached and disparate.
And Milwaukee's skyline is one of the worst in the nation for a city it's size.
I prefer Cinci's riverfront and beautiful skyline all day - every day.
There's much more to do and you're immediately connected to downtown.
The lakefront is not detached, and it's certainly not frozen. The skyline is growing, but one cool thing about Milwaukee, is that the skyline isn't all downtown. It follows the lake on Prospect Drive, with tall condos, and an extremely dense population. The lake is beautiful, and you haven't been to Milwaukee, if you don't know it's downtown. Keep trying. I could attach pictures, but you aren't looking anyway...otherwise, you would know the lake is pretty stunning (as well as the riverfront). The lakefront is not detatched. There are sidewalks and other walkways that connect to downtown. Much of the lakefront is for public recreation, which is a good thing.

The idea of building the ballpark in downtown Milwaukee was tossed around for a while but they had the best tailgating scene in the United States and a downtown location would have ruined that so it was scrapped.
Miller Park (Milwaukee, Wisconsin) - Fox Sports: Major leagues biggest tailgating scene. #1 in per capita attendance in the majors. Winner of ESPNs battle of the ballparks. North America's only fan-shaped retractable roof baseball park and the only stadium in the Midwest that provides a comfortable environment even if it's cold or rainy. People from all over like Miller Park. It fills a niche that no other park fills for a thousand miles.

Overall Urbanity: Slight Lean Milwaukee
High Culture/Museums: Slight Lean Cincinnati
Nature: Toughie.... Can I say tie here again??? (Cincinnati with topography, Milwaukee with lake)
Location: Ugh..... Cincinnati with better location in regards to natural scenery (Natural Bridge, Appalachians, Mammoth Cave all weekendable) but Milwaukee with proximity to Chicago, and not half bad scenery either (Driftless/Door County).. Sorry, this one's another tie.
Sports: MIL (MLB + NBA + CBB + CHI/UW nearby) vs. CIN (MLB + NFL + D1 + CBUS/INDY nearby)=Deadlock Again.
Climate: Milwaukee in the summers, Cincinnati in the winters, but both not much different either direction. Again, tie.
Livability: Most things comparable, but COL is lower (not massively, but noticeably) in Cincinnati, still with comparable salaries between the two.
Decision? Cincinnati by a nudge, with uber cool historic urbanity, proximity to mountains, etc. though if the two were closer in housing values, it may be Milwaukee by a nudge due to increased density, proximity to Chicago, and the lake.
I love both of these cities but I give a slight edge to Cincinnati.
