DC since it's part of the continental US already and has a population higher than Vermont or Wyoming. Also in my opinion Puerto Rico's population would disproportionately affect representation in Congress with more seats (5) in the House than 22 other states, whereas DC would get just one. DC also already pays personal income tax where Puerto Rico does not, so in fairness..
The District of Columbia, a federal district, should not become a state. It already functions as a state and participates in presidential elections with three electoral votes.
I think Puerto Rico has the greater likelihood to be the 51st state. The political makeup in the United States Congress would change. Two senators would be added to the United States Senate. The United States House of Representatives, which has capped itself at 435 representatives, would have to reallocate seats to states based on population, or it will need to pass legislation to increase its membership.

If Puerto Rico gets added, the US Virgin Islands should be part of the new Puerto Rico state. I know they are different islands and culturally very different from PR, but the whole idea of permanent territories seems anti-American thinking back to Revolutionary War times. Call it USVI county, add it in with PR, and you have State 51.
DC hands down. I have yet to understand how a major city and core of a metro consisting of 6+ million population has no state rights and no federal representation.
If DC is going to become a state it should just be given back to Maryland. Virginia already got their part a very long time ago
