Both were powerhouses in the rap game back then, but I'll have to go with Atlanta. The Dungeon Family gives Atlanta the edge; I'm a huge fan of Scarface too, though.

Atlanta wins this pretty handily, unless you’re willing to extend Houston all the way out to include Port Arthur, in which case Atlanta still wins, but it’s somewhat competitive.
