To answer the additional points:

Infrastructure: Baltimore
Parks: No idea? Draw?
Downtown: Close one, but Baltimore
Neighborhoods: No idea

Overall conclusion is still the same

Better city to live? Indianapolis
Better city to visit? Baltimore, barely

Close call. They are about even based on these metrics. However, I would say for an average young professional looking for decent cost of living, and not wanting to worry as much about crime, Indianapolis would edge out. Of course there are a lot of other variables (east coast vs Midwest, family, job industry, etc) that could sway things.

Indianapolis is probably a better city than Baltimore proper, but living in the middle of BosWash has a lot of advantages.

It's frustrating that my city can't get its stuff together. It almost feels like that power that be don't want the city to succeed. We're the only city on the east who are still losing people, we have the highest murder rate in the country, our last 3 mayors have been corrupt, just when we were making headway, and finally increasing our population for the 1st time in 60 years, the Freddie Gray incident happened and Baltimore has made any real progress since.

I know this is weird coming from a known Baltimore Homer, but this is frustrating and sad at the same time. Baltimore will never get out of its own way.

Considering the position Detroit was in a few years ago (declaring bankruptcy) and the fact that even they've managed to turn themselves around, I'd have a bit of hope.

Sadly I'd say its a bit more so Mike Illitch and Dan Gilbert that turned the city around, rather than a true community movement, but still. Baltimore's history and culture won't let the city fall too far. You never know what could turn it around either.

Good comparison OP. I know Baltimore much better I live 2.5 hrs away and love it, there are good neighborhoods and people but sadly it’s just getting worse every year. Everything is corrupt it seems. Indy wins on so many fronts and should be the clear winner but I don’t want to live in the middle of the country. But if I had to choose I’d have to say Indy just because Balto needs to improve that much.
