Can't speak for the other cities, but that's not true for Philly. Philly's immigrant attraction is par, not bad, but not extremely well.

but I do think that like with Texas, Hispanic presence is huge statewide.

Well youd be wrong. The Bay Area is 20% Hispanic while the Greater LA Area is over 40% Hispanic.
