This is true. Chicago definitely has the lake effect. I'm not sure how it compares to MSP. There have been many winters where it is not too bad (relatively). MSP just seems really from what I hear, but I don't know how it compares to Chicago.

This has been debunked. The only difference is that humid cold tends to be wetter, which can make your clothes damp, so it can feel colder. If it's humid cold and you're not wet, you will feel about the same as you do in dry cold. Dry cold has negatives that get ignored, btw. Dry cold is bad for your skin and causes wrinkles.

Edit:
Winter Wind and sun are probably better things to compare between both cities.
