Las Vegas. Everytime I visited Vegas, I felt Vegas is just an extension of SoCal/San Bernardino county. I never had the feeling that I was in another state. The vibe, the culture, the pace and the architectures are just so similar(as opposed to an east coast city like NYC or Boston). A lot of Californians are working and living in Vegas. I would say more than 60% of the license plates that you see on the Strip are from California.
Easily Vegas. More people living in Nevada today were born in California than were born in Nevada.
Vegas in particular is California’s playground. It’s not just the Californians that move there but the sheer numbers of Californians visiting Vegas on a daily basis.
Agree with everyone that Las Vegas is the more CA influenced. But let us not get carried away. In terms of communities and such they are very close to identical. A little difference in flora where AZ is closer to CA but the homes and such are very similar. Phoenix is mildly older and some of the older neighbors are a bit different. And I do not think Phoenix has anywhere near the number if ex Californians as does Las Vegas.
Note also that many things in LV are supplied out of California. Watch the trucks up and down the I15.

Yeah, to me, Phoenix does resemble the Inland Empire as much as Vegas does, for the most part with some exceptions.
But in terms of culture, I have to go with Vegas. I mean, its economy is heavily dependent not just on wealth in California but also California’s entertainment industry. Of course, it’s not just California, but California is definitely the main exporter.
Vegas for sure - but honestly what it feels like to me is the glamour and superficiality of Southern California without the substance, character and more bohemian aspects that you get in places like LA, Long Beach, Pasadena, etc. It's like a one-dimensional caricature of Southern California culture.
It's sort of like how NYC obviously has a huge influence on the Jersey Shore, but the Jersey Shore is a much more shallow, one-dimensional place.
Phoenix also has elements that feel like a one-dimensional caricature of SoCal culture, but to a lesser extent than Vegas.
Vegas for sure. Phoenix still feels a bit like a big sprawled out wild west country town. Vegas is very cosmopolitan California light.
