Interesting poll. I think there are many factors which play into one's perceptions about friendliness of any given place - ethnicity, economic status, personality, culture expectations, people skills etc.. I've frequent the likes of Atlanta, Miami, Tampa, D.C., Nashville(resident) and DFW/Houston/Austin are easily the friendliest metro's I've experienced. Nashville has been on the decline is this regard for the past decade or so in my opinion. I can only speak to the respective metros.. but my Vote goes to Texas.

There's no way to measure it, its just personal interactions. Threads like this should be banned.

Nashville is not as friendly as it used to be. The culture caters to transplants and people are more hurried imo. The city is becoming more corporate so that might have to do with it. Memphis is not very friendly either. Texas cities were middle of the road, except Houston. I felt Houston was not very friendly at all. It seems like the rural areas are more friendly.
