As a black man, I don't find Harrisburgh that appealing. Other than the person you're responding to, I haven't heard any positive about it from a black perspective. I assume the majority of black folks in that area are lifers or people from the Baltimore area who didn't want to live in York which is even worse.
Some may come from the Philadelphia area as well.
Besides Steelton-Highspire, in which Steelton is more of a company town, Susquehanna Township and Central Dauphin(wrong video) are suburban districts. Bishop McDevitt is of course a Catholic school.

I know Williamsport and Wilkes Barre are hotbeds for Black Philadelphians, namely because of the prison up there. Then you got weird random places like Stroudsburg. Pottstown and Coatesville are kinda popular for trying to get far away but still a manageable commute if you plan on visiting the city once in a while.

If I were forced to relocate to Harrisburg, I would live in the city itself as opposed to the surrounding areas. As a socially liberal 24 year-old black man degree in black studies, I can't see myself getting along with the majority of people out there. Remove Harrisburgh from the region and its Pennsyltucky-ville.

AFAIK, Harrisburg doesn't have a plethora of places that are <10,000k residents and 40% black I had to break it down by townships rather than individual boroughs and towns.

The only place that comes to mind with less than 10,000 residents and at least 40% black is Steelton. You have small places like Progress in Lower Paxton Township that has a little over 11,000 people and is about 30% black and Lawnton in Swatara Township that has around 5,000 people and it about 22% black(same for Swatara Township in general). I believe there are other places with a good sized black population as well. So, it again comes down to where you look in the area.
