Thank you everyone for your feedback. After further consideration, I've decided to choose West Hartford over Portland.

I find West Hartford and West End, Hartford to be one of the nicest suburbs I've visited. It reminds me of Summit Hill in Saint Paul, Minnesota (another place I was considering). It has a growing art scene due to MECA (Maine College of Art), a number of tech start-ups have setup a satellite office, and many people who have recently relocated there are helping to move the city in a modern direction.

West Hartford is also one of the nicest, best bang for your buck suburbs in America. The elegance and class of New England, the attitudes of New York but 1/2 as much. Solid choice.

But the West End?

It extends north of Asylum, too. Stately pre-white flight homes.
