A number of Marylanders retire to Delaware, so I'm assuming that the First State is good for retirees. I don't know about the health care there, but the state adjoins Maryland, so you'd have access to Johns Hopkins. If you want to do Maryland itself, I think Annapolis is more of what you're looking for than anywhere else in the state. Personally, I love visiting it. Not sure how I'd feel about living there, as I tend to prefer suburbs to cities. But still, Annapolis is a wonderful place and I'd recommend giving it a good look.
Hogan is a Democrat in disguise - he stands for nothing the GOP stands for. The state is amongst the bluest in the country. The state literally voted 65 to 32 (Biden to Trump).
If the OP were serious on avoiding left wing politics, Maryland isn’t their place. Full stop.

This is silly. Hogan is a Republican who actually tries to work across the aisle. The fact that some people consider him a “Democrat in disguise” is what is wrong with politics in this country.
Overall MD is a blue state with the caveat that, similar to most other states in the country, the less populous rural areas (Western MD, Southern MD, Eastern Shore, etc) outside of the Baltimore-Washington region will definitely have a strong conservative presence.

Hogans a centrist, who leans fiscally conservative.

At the state level where you actually have to balance the budget, that also describes most blue state democrat leadership. Massachusetts is the same way. Centerist Republican governor and a legislature that doesn’t vote for tax hikes. AOC and Bernie’s free stuff doesn’t fly at the local level when everyone pays the same sales tax, income tax, and gasoline tax rate. That only works at the national level when you’re spending someone else’s money.

That seems mostly to be for tax reasons, as well as the shore's appeal. I'd considered whether to recommend it, or the "Next Annapolis" towns on Maryland's Eastern Shore (Easton, Cambridge), but health care is a weak spot for Delmarva: the local hospitals are middling, Baltimore is a tough drive over the Bay Bridge, and Philadelphia is even further.
I'd reiterate Columbia: it's a Reston clone, but with lower prices, higher taxes, and better hospitals nearby.
Glad to hear Fearrington was on the radar. It's fun to visit, but I'd wonder whether it would feel too small. Chatham Park, a new development to the south, is aiming for a similar vibe but will be substantially larger.
