There is no definition, its a personal opinion on what you think the "toughest" means. I have heard people say that New York is the toughest, people say that Philadelphia is the toughest, so on and so forth. Now I want to hear your opinions people.

Buffalo: Miserable, no jobs, crappy weather, crappy sports teams, depressed, ugly, run down, aging, no future.....you have to be tough to live there.

You can throw Cleveland into the mix as well. With the constant bashing of my area by the national media (which makes me want to punch someone), along with watching our sports teams continue to stumble and bumble, the weather, the economy and high crime in the inner-city (not the suburbs), you have to be tough to live here! Though for those who have ACTUALLY visited this city, and don't have to rely on Forbes or another publication to tell them where the "so-called" best places to live are, most people say that our city isn't as bad as perceived (uh... DUH!). We have certainly had our issues. In the late 80s and the early 90s there was a sort of [SIZE=3]renaissance, where we had the Flats, the Rock Hall, and new stadiums being built. In fact at one point we were named the "comeback city." The city pretty much killed the Flats, which IMO really hurt! Throw in the fact that the city schools are horrible, and there was a lot of corruption in politics, which only made the business environment worse. However; we are in the process of building a new casino, revitalizing the Flats to include a combo of condos, restaurants, bars and offices, as well a the new Medical Mart convention center. Basically about $1.5 billion dollars worth of construction about to pop off, so we're on the way back up. [/SIZE]

Detroit! When someone says think of a tough city I think of Detroit. I think it takes a strong person to live there and invest into changing that city.

NY is actually very effeminate.

I'd nominate Detroit, Newark or Camden; all are basically "Mad Max" in real life.

I'd agree with Detroit, Memphis is also fairly tough if we are talking about crime.

I've been to a lot of places, Detroit was probably the toughest city, IMO.
