Milwaukee looks to have been impacted the worst by the crime surge. It has a higher shooting/homicide rate than Baltimore and is 3rd below St Louis and New Orleans. 5 years ago they didn't crack the top 10 in either statistic.

And the reduction in shooting/murder has almost nothing to do with Adams...
