I looked at Austin and thought, "no way it should be that low". It's home to an absolutely huge flagship institution and is a fast-growing, progressive Sunbelt city much like Charlotte or Nashville. But what's strange is that unlike its fellow booming Sunbelt cities, the AA% is not only not growing, it's decreasing - and precipitously at that.
Why do you think the Black population is decreasing?
The thread title says “Major universities”. I kind of doubt that. I think it’s counting Community Colleges and 3rd tier state schools. When you count those, I’d fully expect enrollment proportional to the metro population. If you split out the top-100 universities, I doubt you get that kind of proportional representation.

Basically, as it also counts online college enrollment, as mentioned earlier in the thread.
