Whether or not St. Pete counts could be a difference maker. Is this city vs city or metro vs metro?
Assuming we are talking metro:
Quality of life - Tampa
Culture - Tampa (mostly thanks to the museums in St. Pete and arts scene)
Better weather - Debatable, Vancouver for me.
Natural beauty - Vancouver
Entertainment/things to do - Vancouver, close one though.
Food - Vancouver (although neither is great tbh)
Better future - Tampa (Florida in general has a pretty bright future compared to Canada in general.)
Are city limits ever relevant in a thread like this? Who's life stops at some randomly-located administrative boundary?
Well... The Tampa Bay area kind of has two very distinct sides to it -- Hillsborough County (Tampa) and Pinellas County (St-Pete, Clearwater.)
I Agree with FL_Expert on everything if we are going metro-wide. It would be VERY different if only including city vs city, or heck, even Hillsborough County vs Vancouver.
I'd venture a guess that a large majority of people have never been to Vancouver. And that's myself included, unfortunately.
So based on that, my answers would be pure speculation and research, only.
I've been to Tampa/St Pete several times though, and it's a growing area that is warm year-round and attracts a ton of retirees. I prefer either St Pete or Sarasota over Tampa, personally.

With the consequences of global warming set to accelerate, no order place will benefit more than Canada and no other place will lose out more than Florida. And lets not forget all the other social-economic factors between Canada and Florida such as crime, life expectancy, income inequality, levels of education, etc.. that I can't see Florida narrowing anytime soon.
