For all intents and purposes yes. there are some vineyards and farmlands between Grimsby and St Catherine's that aren't densely populated, but it is most built up along the QEW. Actually if you drove from the eastermost point of Oshawa west on the 401 into Toronto then take the Don valley Parkway south to the QEW and continue all the way to Niagara Falls it would feel like one large urban area. There isnt much going on between N.F and Fort Erie but it's a relatively short drive. The Buffalo metro area and the GGH border one another.
Funny how people are trying to dismiss that in the same 36 sq mi radius, Toronto is much more dense than Miami, just because Toronto is larger overall jurisdictionally. Hell, downtown Toronto has about 300,000 people living there in 17 sq mi. That's stupidly close to Miami's 439,000 people (2021 estimate)- which btw, is more dense than Miami.
Yes, you can compare a larger city (boundary wise) with one that's smaller just to compare it fairly. Point is, Toronto, using that specific radius, is much more dense than Miami and it's not even close. The city of Miami is also slowly losing population, either to nearby cities/metropolitan cities or other cites, Toronto is gaining, so the gap will only widen as the years pass.
