The New Orleans responses are interesting. If we're talking built environment, then I'd say yes, as New Orleans is urban in form; it experienced significant growth prior to the age of the automobile, like a lot of Northern cities did. But in terms of culture, I don't see anything Northern about it. I voted Atlanta due to the huge influx of Northern transplants there over the past several years.
I told some Atlanta natives that their city was so nice it should be in the north. They referred to me as "Damn Yankee" the rest of the time I was there. It was just in fun. They knew I meant it as a compliment. It's just how I felt after having spent several months in a few other southern cities.
