I've heard that Motevideo and Uruguay in general have a very laid back lifestyle and cool culture. Calgary seems like a very cool city, and it's very close to some of the most beautiful mountains (IMO) in the world. Marsailles is beautiful and on the Mediterranean, which is enough for me.
Edit: Were we supposed to only choose one? In that case, it's a tossup between Montevideo and Calgary... I'll guess I'll go with Montevideo.
I've had the good fortune to live in two of the cities on this list: Marseille and Macau. I would move back to either one in a heartbeat.
I've found that most Americans have no idea where Macau is, assuming they'd even heard of the place. It's a former Portuguese colony (founded in the 1500s) about 40 miles from Hong Kong. At one time it was the only European enclave in the Far East, but after the British in the 1800s founded Hong Kong which has a deeper harbor, Macau faded into oblivion.
It's now the world's largest gambling mecca (even larger than Vegas) but that's not why I love it. It's a beautiful blend of Chinese and colonial Portuguese architecure, and holy cow is the food there good; again, a blend of Portuguese and Chinese with some African thrown in from Portugal's African colonies (think peppery fried rice with melted cheese). Macau is much more quaint than its hot shot neighbor Hong Kong (which I also love).
I picked Marseilles although Ive never been there. Its in the south of France and pictures are beautiful. Been to Calgary and SF, and I'd love a summer place in Calgary or Banff. Sf is pretty but a little to left for my leanings.

Marseille is indeed a beautiful city and is often overlooked because it's a bit grittier and more industrial than the more glamorous cities of Cannes, Saint-Tropez, Nice, and others along the French Mediterranean coast.
Only one vote for Macau?? Kind of surprised about that.
