I've noticed the Midwest tends to have a very sarcastic and more blunt sense of humor. It reminds me of the east coast sense of humor.

It's kinda hard to break it down by city, although you can notice differences between regions.

The funniest people are those whom are funny without trying to be, or really knowing they're funny. Phildelphians tend to be like this. I didn't even realize how funny I was until, I was around people from elsewhere. I was not even trying to be funny. It's like they found everything about me to be funny, from the way I talked, to my negativity, to my narcissistic tendencies and drunken antics.

I personally find Jamaicans and "true" New Yorkers, to be very funny, everybody else just seems so try hard, or take themselves to seriously.
