The term "South Bay" can refer to the San Jose area of the SF Bay Area, the Torrance-San Pedro area of Los Angeles County, and the Chula Vista/National City area of San Diego County.
Before I knew that LA had an area called the south bay I was driving on the PCH to Santa Monica and through Torrance there was signs for South Bay this,South Bay that and I kept thinking "this isn't San Jose".

If you say "the Bay Area" then most people think SF metro. "The Bay" alone, is a bit too general.
Thats what I would say. If someone around here said something about "the bay", we would assume he was talking about the Great South Bay or maybe Peconic Bay. "The Bay Area" on the other hand, is used for the San Francisco Metropolitian area not just the city itself.
I've never heard anyone say "the bay". I do hear "the bay area" a lot but that is in reference to Galveston Bay and I only hear that on the local news.
