East Saint Louis; Camden, NJ; Newark, NJ; Oniontown, NY; and a few little poverty stricken hollers in West Virginia.
That is a term i do not here often outside of WV, I spent some time in Mineral Wells outside of Parkersburg and heard hollers used all the time, "just over in the next Holler" and finally figured out over the next hill in the valley...
I grew up in Utica, New York, we would take Amtrak to NYC a few times a year. It would go through the south Bronx. This was in the late 70s and early to mid 80s. It was like something out of the apocalypse.
Large chunks of Utica were pretty rough but the south Bronx made it look like paradise. At least in Utica nobody lived in the bombed out buildings.
That's a while ago. I think the bombed out buildings are long gone, though they're probably a few scattered around left.

I've been a lot of places but the worst of the worst I have probably seen is probably in Philadelphia, New Orleans, New York City, Baltimore, as well as Detroit. It's not a competition, it's actually sad.

Yes there are areas of these cities that are downright apalling, think a combination of the age of the buildings, density, and downright neglect in some neighborhoods yet all have amazinf areas as well. But those older denser areas look strikingly bad at their worst
Maybe you were think of West Chester PA and not Chester PA - night and day

Chester is very apalling, less than 100 years ago, chester was the place to be, now its undescribably bad, but you can travel minutes from chester and its a completely different, in literally a few blocks you go from suburbs to blight. And, you also might have been thinking of chester county, i see that confusion a lot. Chester county is the opposite of chester city.
Camden, NJ and east Baltimore have some of the most bombed-out, horrific-looking areas I have ever seen. There may be worse out there, but it's difficult to imagine.
What is the the worst, most decayed, run-down or ghetto area-city-town you've ever seen?
Although I think Chicago is the best city in the midwest, south Chicago and Gary Indiana corrider would be one of the worst areas of a city I've ever saw. I have to go through that area when traveling by amtrak ( train ), a few times I thought I was going to have to duck just below the window.
