I wouldn't be surprised to see Boston near the top of both these lists. There are 155,000+ college students within the city proper and over 100,000 others in the inner-suburbs. I remember coming up into the city a couple times as a high schooler and picking up some herbal remedies more than a couple times haha.

When it comes to weed smokers, Seattle down to San Francisco have this one. It's a tricky figure since most American cities have lots of pot heads as it is (but the quanity you can get for so little out west is bananas compared to the Easto Coast, not that I would know)
When it comes to the hardcore drugs (Heroin/Crack-Cocain/Etc) A few east coast and mid-west cities seemed to be hit hardest. I.E. Philadelphia-Camden/New York-Newark/Detroit-Flint-- From a recent article I read, a lot of Heroin was smuggled into Newark ports.
The Drinking cities are the big sport hubs such as Milwaukee, Boston, and New York-Though a lot of the southern cities from my experience seem to get away with being drunk in public (more so than around me anyway) Fort Myers, FL and New Orleans just to name a few.

Vegas swims with all of this to an extreme.

In don't know about that. Some of the Southern cities are pretty conservative and it translates into their laws on drinking and narcotics. In Texas, for example, all of our bars close at two and liquor stores close even earlier (which sucks, especially with very little options in the public transportation ). But yeah, there are a few Southern cities that would make the list. New Orleans is the first one that comes to mind and maybe some of the Florida cities as well.
