I was thinking second tier would be the cities with between 500k and 1million people.

With everything above a mil being the big cities.

these are not necessarily second tier by your def, but these are some great "smaller cities"

Charleston, SC (about 100,000--metro about 600,00)
Providence, RI (about 200,000--metro about 1.5 mil)
Austin, TX (about 250,000--metro about 1.2 mil)
Annapolis, MD (about 50,000--metro is a part of DC/Baltimore area)
Overland Park, KS (about 100,000--metro is a part of Kansas City, MO)

At some point this topic has been discussed before, but aside from that, you have to list criteria for comparisons if you're going to post in the city vs city room. Just "what is better" or "which do you prefer" is FAR too vague.
