I make my own ceviche and am quite popular when I do so.
That said, you can get ceviche in Raleigh. It's not unheard of....

So, it comes out to about 7 out of 10 people say NC has friendlier residents than FL.

Comparing an area with one of the highest concentrations of tourists in the country is not going to give a fair comparison to anywhere.

I have been all over the eastern seaboard and eastern interior states as well as midwest, northwest, south america, central america, mexico, caribbean, etc.

I have not seen one area that you could easily say the residents are ruder than another area. I am sure many of the answers for NC visited Orlando or Miami when they were here and know nothing about 90% of the state. Likewise for those that voted Florida after visiting a couple of places in NC.

I just took a 2900 mile trip by car going through FL< GA< SC< NC< VA< WV< KY< TN and maybe a couple of other states. I tend to stay off major hways and go through small towns. I would not even think to try and classify one area as rude.

I am generally a likable person so maybe others reply to me in the way I relate to them. I have seen people post on CD that my county here in Florida has rude people. I live here and find that laughable. Yes, you will have rude people anywhere but most interior counties in Florida that are not high tourist destinations have very friendly people. I also lived in areas with high tourist and snowbird counts and still had no problem except for the occasional run in.

As far as traffic encounters. The more traffic, the more encounters. This will be true for any state. If there is not much traffic you of course will not have many people cutting each other off.

Living here in NC, I have to disagree with that. We get traffic encounters like 5times a day. A drunk guy at a McDonald's drive thru tried to fight us. I say BOTH states are pretty rude.

Whenever I visit Florida, pretty much everyone seems nice.

The first thing I notice when I visit NC is how much more nicer the people are than Florida. My vote is for NC. Florida is satuated with NY transplants and such also, not that that is bad, just saying.
