I think it really depends. DFW is obviously a lot larger but MSP is more walkable. DFW has hot summers with Mild winters, MSP has mild summers with very cold winters. But as far as the categories listed:
quality of life - I think this is a tie. Lots of nice places to live either place
nightlife - Both have great bar and gay scenes, DFW has a better club scene
daytime activities - MSP IMO
culture - DFW is more multicultural and I think that gives it an edge
shopping - DFW by a mile. Dallas is one of the best shopping cities in the US
dining - DFW
scenery - MSP by a mile. So much beauty in that area
economy - Right now I would say DFW, but MSP has a thriving economy
I'll bite. I have lived in both places. It is close but I voted for DFW solely because I prefer the weather here

Even though the Dallas - Fort Worth metro is over twice the size of the Minneapolis - St. Paul area, it's pretty underwhelming. Going with MSP on this one.

Interesting most giving culture to DFW. I don't know much about DFW but MSP punches way above its weight in arts, theatre and music. Dallas must as well.

Honestly I think its how one defines culture. If youre talking about fine culture, I think Fort Worth punches way above its weight and Dallas punches below it. If youre talking about having a multitude of cultures (multiculturalism) the Dallas area beats out all other cities in this thread by a good amount.
