That's exactly the way I think of it. Baltimore and D.C., the lower half of the Mid-Atlantic (the upper being NYC and Philly), are now de facto Northeast. The BosWash corridor to me is the Northeast, or at least the de facto Northeast.
Yes, I agree with this classification.
Northeast = BosWash = East coast (culturally)
Upper northeast = New England
Lower northeast = Mid-Atlantic
Upper Mid-Atlantic = NYC and Philly
Lower Mid-Atlantic = Baltimore and D.C.
Lower Mid-Atlantic is basically like the upper mid-Atlantic with southern influences.
The historical southern roots of much of the African American population and the greater presence of HBCUs. Plus, the DC metro area borders the upper south in Virginia and southern Maryland.

For DC, a lack of a manufacturing/industrial background, and a lack of white ethnic neighborhoods. DC's growth rates resemble the sunbelt as well. Although none of that applies to Baltimore.

Most AAs have southern roots. Personally the only thing I see southern about DC is the accent; however, not everyone from there has one.
