Cincinnati's very much like Pittsburgh in this regard, actually. 52 neighborhoods and probably a good 40 of them are distinct enough from their neighbors that you can tell you've passed a cultural as well as geographic boundary. The city actually gives each neighborhood distinct lighting and street signs which amplifies the effect. I think in both cases (as it does in SF,) the abundance of hills and little valleys makes for these distinctions. I think Boston's neighborhoods are usually more a result of bodies of water.

Baltimore is also a city of neighborhoods. With about 240 neighborhoods, Baltimore's neighborhoods each have a distinct 'feel'.

I think Baltimore's regions have distinction from each other, but it's harder to discern on the neighborhood level as it is in other cities. Broadway East and Berea are indistinguishable from each other as far as I can tell, as are Cheswolde and Glen from each other, but both areas are clearly distinct parts of Baltimore. I think there actually need to be fewer neighborhoods there.
