Of the cities named, I think Atlanta easily get's the most worldwide media exposure today. 10-20 years ago I most likely would have chosen Philadelphia, then Houston, Boston, Minneapolis then perhaps Dallas. Things sure do change.

Media exposure is barely a criteria for these rankings. Political structure and influence, Economic structure and influence, Number of billionaires, finance, human capital, air traffic and convenience, city size and metropolitan size, and any other prestigious honors award the rankings for these cities.
That's why Houston is low on the list, because it hasn't gotten all those things yet, it's growing, one day, but not today.
Best bet for an "emerging world city" is Minneapolis. Since the other cities most have listed are already world cities, then there truly is no point in comparing them.
Now if the thread was about, "Likelihood of becoming an Alpha World City" then Boston, Houston, Dallas, Atlanta, San Francisco (Fell off from being an Alpha World City a while ago), Miami could talk. But right now, based off the criteria given by the OP, I'm afraid it's a no.

What do you mean by "political structure?" I'm also curious as to how one determines that any of these cities are more politically influenctial than the others.
