Yet the majority of blacks in the US(54 percent) still reside in the South. Most Asians live on the West Coast, the highest percentages of Mexicans are in the Southwest, and it's not surprising that Miami is basically Havana del Norte considering its closer to Cuba than Jacksonville. Geography always plays a role in migration patterns even in the age of air travel. Cities like New York and Chicago or Toronto will always have a more cosmopolitan level of diversity, but it's disproportionate to the rest of their region.
Which makes cities like NY, Chicago, and Toronto all the more special because people migrate there for reasons that are OUTSIDE of geographic concerns. 54% of Blacks live in the South, but two of the largest Black metros are NYC and Chicago, which are definitely NOT in the South.
NYC is nowhere near China, yet has the most Chinese people in the city and in the metro in the US. Same goes for India, Ghana, Puerto Rico, Dominican Republic, etc.
Chicago is not anywhere near Poland, yet manages to have the largest Polish population in the US.
I honestly think the geography factor is overstated. There is also something else at work.
Regarding Portland, one would think that a city that occasionally claims the per-capita strip club title would have no difficulty in attracting a diverse in-migration of males.

Geography and economics. And in the case of African Americans, they are historically interrelated. The cities in the North with significant African American populations largely came from Southern states that had direct rail connections to the Northern cities (e.g., Chicago/Mississippi, Detroit/Alabama, NYC/Carolinas, Georgia, FL, etc.).

Because NYC and Chicago are major commercial centers and have been so for some time. Those are the places that historically provide the most opportunity. My great grandparents immigrated to Chicago and Milwaukee from Poland because there were plenty of jobs in meat packing plants at that time and there were already Poles there that they knew who had jobs there and managed to move up the ladder.
Most major migrations in the US are the result of economics and geography. There are a refugee populations that were settled in certain locations or more recently people moving to pursue a certain lifestyle. But even much of the Sun Belt migrations are a result of job loss in northern Rust Belt states and jobs being created in Southern/Southwestern boom cities.
Seattle is only a little whiter than Nashville, it's just that Nashville has a much larger percentage of African-Americans. The author of the article almost makes it sound like the only two races that matter are black and white. A low African-American population hardly means a city is completely white, it just means that African-Americans haven't moved there in large numbers. Maybe they don't like the weather?
Is Nashville a backward city due to the low Asian population? Seattle has over twice as many African-Americans as Nashville has Asians.
The Seattle Metro area is 68% white, but there is still a good deal of multiculturalism from the Asian communities there. So I dont think it belongs in the same boat as Portland:
Now then, do these stats prove that these areas unwelcoming to minorities? I really dont think so. If you look at a demographic map of the US (outside the major metro areas), you can see certain groups tend to flock to certain areas.
Hispanics favor the Southwestern states from Texas to California including Colorado and Nevada as well as Florida, New Jersey, and New York.
African Americans favor the Southern States as well as urban areas in the Midwest and the Northeast.
Asians tend to flock to solely to Urban/Suburban areas as well as college towns.
I dont think that is because they are not welcome in other areas, I think people self-segregate on their own. Most people from any group are not going to want to move to a place where there are very few people like them.
People simply want to be around other like minds and cultures. In this case, the liberal white culture is very large in Portland, Austin, Denver, Seattle, and Minneapolis. That does not mean that others would not be welcome. Austin and Denver have large concentrations of Hispanics, Seattle has a huge Asian community, and Minneapolis/St. Paul is home to the largest Hmong and Somali communities and the 3rd fastest growing Sub-Saharan African population in the US.
Correct me if I'm wrong, but I think most of the Blacks moving to the Northeast are those from the Caribbean and or Africa. It seems most Black Americans are fleeing the Northeast and headed for the South just like Blacks from every other non-Southern region.
It is said that Portland is where young people go to retire.

I guess that means Philly is becoming a progressive city. Not only did Philly reverse its overall population decline, it is also gaining white population and losing black population. Needless to say Philly will be declared a progressive city soon enough. No offense, but that's a bunch of foolishness especially when you consider that the black population loss is on account of the fact that blacks are moving to suburbia faster than whites at this point, nothing more. Portland is very white but it's also not a big city so it doesn't represent much of anything except the exploitation of relatively lax liquor laws and a desire to build a nice light-rail system. YIPPEE. It's a west-coast Providence, with more beer but without the culture.
