I've lived in both Cleveland and Chicago for extended periods of time and here's my take: Chicago gets somewhat less snow than Cleveland overall during a typical winter, but Chicago's temperature extremes and wind chills are noticeably harsher. It gets below zero at least once every Chicago winter and as low as 10 below (or worse) every few years or so. One morning just two or three years ago the temperature reached 18 below here. Cleveland sees such temperature extremes much more rarely.
Chicago gets quite a few sunny days during the winter, too, but that can be a fooler as it's often very cold out despite the sunshine.
