Factories are all over. Many use temp/recruiting services for new hires

They are everywhere.
There are some downtown, near tremont, on the westside on the eastside in a couple suburbs, like Lakewood and Strongsville, and many in some of the more rural counties.

I think it can be done. I suggest you look at a site called
www.walkscore.com.
There you can check out individual neighborhoods in Cleveland and get a numerical score for walkability and for transit. If you live right downtown, you could do without a car and then look for a job either downtown or one bus/train ride away. There is a lot of free and inexpensive fun things to do in Cleveland - museums, outdoor music concerts, parks, etc. You can also volunteer at events and then have free admission. It will take some planning and being able to deal with some obstacles but it can be done. You could look into some lower cost health care with high deductable. If you can get a job with health care benefits, that would be a big help.
