Woolard for President??? (Raleigh, Jacksonville, Greenville: residential, registered, parent)

I have seen a few signs around Jacksonville which I assume are a joke. They read "Independently Lukewarm/ Ricky Dale Woolard/ for President 2020".

Does anyone know who this guy is? I don't mean to get into a political discussion, but just want to check whether this is a joke.

There are also signs in Greenville and Raleigh. I too thought it was a joke but if so it’s elaborate.

Apparently, he's from New Bern and is one of 930 people who have filed with the FEC to run for President in 2020. So in a sense, its not a joke, although obviously he's not going to win.
