I know this is an old post, but we are getting ready to move to PH in a week and a half and we can't seem to find a contact phone number for the HOA. Do you happen to know how we would get in contact with them?

I suspect that the volunteer board members of the HOA don't want their phone numbers floating around in cyberspace. The HOA website has this email address as the primary contact point:
