It's hard to say because before this year most people would say my favorite team, Notre Dame, is the "biggest has-been" but what a difference a year makes. Some of them don't make sense, when have Southern Miss or Boston College ever been great? They don't count as "has-beens" they are "never-was" teams. Auburn is two years removed from a National title and they have a good fan base, good facilities, and money. Tennessee has a large fan base, good facilities, and money as well. I guess that would leave Colorado.

B C had a ten year bowl win streak going until Vandy upset them in a bowl in 2008.
In 2011, Southern Miss produced maybe its best team ever, winning 12 games and the Conference USA title. In 2012, Southern Miss produced maybe its worst team ever, losing 12 games in a down Conference USA and becoming one of only two winless teams in all of Division I. It broke a string of like 18 straight winning seasons.
Tennessee had about 40,000 empty seats at their last home game. Colorado. I struggle to understand how a program could drop so far and stay down so long after successfully competing against the best teams in the Big XII.
Tennessee, to quote an analyst, is a "dumpster fire." The fact that they've had several turndowns in their search says a great deal.
Southern Miss to be a has-been has to have been something to begin with. Yeah, they've pulled off upsets from time to time, but would not come close to being among college football's top teams.
Boston College is been on the map sporadically but not consistently.
Colorado is a total trainwreck of program. So I'd choose them.
Colorado easily. They were great back in the early 90s. Then today they can't even beat the 5th Big Sky team (unranked in FCS). Now a coach refuses to come there. That isn't just down, that is a program on life support. What a sad state.
Got to agree with Iowa. They haven't been squat for years with the 5th highest paid coach in the country.
